Decouple common classes

The current dk.netarkivet.common.distribute.arcrepository.LocalArcRepositoryClient class has a dependency on the dk.netarkivet.archive.arcrepository.bitpreservation.ChecksumJob class. The dependency needs to be removed before the common module can be separated into a decoupled subproject
