AdminData file format may introduce failures

The AdminData file format for arcrepository may be corrupted by unexpected
filenames or bit archive queue names. Specifically the admin data will die if
any file name contains ' ' or '*'
Current file names from heritrix fortunately never contains such characters
which means the bug isn't too serious at this point.
In general the file format is error prone and parsing is in no way validated.
Should probably be changed to XML like all our other file formats.
