Make deploy check mail and ftp-configuration as part of the installation process

    Description

      It would be useful to apply the three tools as part of the installations process to verify that the
      installation was successful:

      common/common-core/src/main/java/dk/netarkivet/common/tools/FTPValidator.java
common/common-core/src/main/java/dk/netarkivet/common/tools/MailValidator.java

harvester/harvester-core/src/main/java/dk/netarkivet/harvester/tools/HarvestDatabaseValidator.java
