Define a HarvestControllerServer for Brozzler

This BrozzlerHarvestControllerServer should handle

• launching brozzler
• starting a brozzler harvestjob
• communicating with brozzler (jobstatus, stopping, pausing, terminating)
• postprocessing (incl. archiving if not handled elsewhere by a proxyserver)
• send back results to harvestjobmanager

This task also needs to describe the settings needed by the BrozzlerHarvestControllerServer
to be able to launch and communicate with Brozzler
