Add disable domains functionality in the GUI

    Description

      We need a button in the HarvestDefinition/Definitions-edit-domain.jspomain page to enable or disable a domain.
      If you disable a domain, an entry is automatically added to the comments field about this event: "The domain has been disabled on date X"
      If you enable a domain, an entry is automatically added to the comments field about this event: "The domain has been enabled on date X"
