Vagrant to operate on a tag

Extend the current run-vagrant.sh script to take a tag argument
e.g. run-vagrant.sh -t netarchivesuite-5.2
so we can use it to test a specific code-version.

Also consider using a specific commit
run-vagrant.sh -c ba561bef.....
