1st snapshot harvest doesn't start in QUICKSTART

Not sure if this is related to the fix to NAS-2505, but in a QUICKSTART instance, the 1st snapshot job I created was never scheduled, yet the second ran fine. I haven't seen anything like this in any of the other tests we run as part of the Release Test.
