harvestInfo.jobSubmitDate in warcinfo records is not consistent with <jobSubmitDate> in harvestInfo.xml

In 5.1, the harvestInfo.jobSubmitDate included in warcinfo records of WARC data files is local time (not GMT) and unix type (not in ISO format) :

harvestInfo.jobSubmitDate: Mon Jul 25 13:08:46 CEST 2016

It should be: harvestInfo.jobSubmitDate: 2016-07-25T13:08:46Z
Also to be consistent with <jobSubmitDate> stored in harvestInfo.xml.
