Make it configurable how configurations are named when seeds is added to a harvestdefinition

When adding seeds to a harvestdefinition, configurations are added to the domains, which the seeds belong to.

The curators at netarkivet want this to be configurable. whereas now
this is hardwired into the dk.netarkivet.harvester.datamodel.PartialHarvest.addSeedsToDomain method
