Make Netarchivesuite able to run with both H1 and H3

Netarchivesuite should be able to integrate with both H1 and H3.

The NAS-code as such should not depend directly on H1 or H3.
Any NAS-classes extending Heritrix functionality should be bundled in separate modules_libraries (h1_module_library and h3_module_library).

The implication of this is that NAS should support (although not simultaneously) templates belonging to both H1 and H3.

For this to work, all templates need an extra marker to indicate which version of Heritrix, it belongs to.
