Implement user-defined crawler pools instead of job priorities

At BnF we would like to be able to define pools of crawlers rather than having only HIGH and LOW priorities for jobs.

I plan to implement a first basic approach were pools are defined in the harvest DB, and provide default SQL init scripts to mimic the current functionality.
