Should only be able to change comments field on Definitions-edit-snapshot-harvest.jsp after activating harvest

Currently, after activating the harvest, you can still maxObjects, maxBytes, and the previous harvest on page Definitions-edit-snapshot-harvest.jsp

But this really makes no sense at all, and has no effect whatsoever, after the jobs have been generated.
