Algorithm for selecting jobs for deduplication index can sometimes be wrong

The case: if we define a snapshot harvest, based on no previous harvests,
and the previous snapshot harvest based on no previous harvests has not been run or has failed, then the jobs selected for the deduplication index will be zero

Work-around: delete all previous harvest based on previous harvests, that hasn't run properly due to some error.
