Let it be a setting whether to clear the requests directory or not

Since 3.18, the indexserver has kept a requests directory where it stores
the incoming requests, and restarts these requests during startup.

It should be a indexserver setting 'clearsavedrequests' whethere these saved requests should be restarted when starting the IndexServerApplication or deleted.
