Harvest only domains that were not completely harvest in a previous harvest only when previous job is in certain states

In "Create new snapshot harvest definition"...

It seems inconsistent be able to Harvest domains based on a harvest that is inactive, active, new or even started. Shouldn't it only be possible for done or failed?
