No system state information about Starting to create jobs in harvestjobManager

      1. Define a new job in a NAS system.
      2. Verify that the log contains a log entry informing that a new job creation has begone.

    Description

      When creating jobs for a harvest, we only see in the system overview when the jobs have been created:

      Created 1 jobs for harvest definition 'netarkivet2'

      There should be similar log-entry when we start creating jobs for a harvest. This is especially relevant for snapshot-harvests where the jobgeneration phase takes a long time to complete.
