Change deploy system, so one harvestUpdateScript exists for each system and is run before the other apps are started

Currently, we have one harvestUpdateScript, and this is run just, after the harvestdatabase (derby) has been started, but before the other apps are started.

We need to change the deploy code, so that the definition and execution of the harvestUpdateScript is done whether or not we are using a derby harvest database.

Alternately, it could be so that the harvestUpdateScript is never executed automatically, but only manually by the systems administrator.
