Change the way the Indexserver names the indices constructed

      Set up the IndexServer to fetch its data with a LocalArcrepositoryClient
      Send a request for a dedupindex covering 100 ids, but make sure that no data is available for 20 of these. The index will be generated, and the result index will be renamed, as if the no data was missing.

      Add data for these 20 ids to your local archive.
      Resend the request for the dedup-index mentioned above, and verify, that the indexserver IS not making a new dedup-index with the data for these 20 IDS included.

      In the case where the Indexserver can't find metadata for every jobs in the index, let the user choose
      how big a percentage of the jobs missing is allowed, and still consider it a complete index (defined by a new threshold-setting).

      If we are above the threshold, the index is considered complete, and the resulting index is
      renamed as the name reserved for the full-index.
      Otherwise we do as we did before.
