Description
With the new way of dispatching jobs, a job will only be in the submitted state very briefly because jobs aren't submitted before a harvester has informed that it is ready for a new job (NAS-1987). Therefore the current "Submit time" becomes less relevant, as it will normally be very close to the jobs startTime.
Instead we now need a "Scheduling time"/"Creation time" indicating when the job was created/scheduled. This is because the job can now be in state "New" a while before it is dispatched/submitted.
