Separate out the communication to THE_REPOS to several queues

In connection with the performance problem with the adminDB database, we have found it
inconvenient that all requests going to the distributed archive goes through one single queue (THE_REPOS). It is proposed that batch, get, and getFile requests are sent to different queues (one or more), and handled by a different thread in the arcrepositoryServer.
