Restart of harvest dbs rescheduled new broad crawl index request for more harvesters.

workaraund: create on each harvester server a link to the "old" index
and restart the harvesters.

There was no hanging bitapps during the dbs restart.
There was 9 submitted jobs after restart of the database.
