HarvestControllerApplication doesn't start because of invalid data found in harvestInfoFile

When trying to upgrade from 3.14.2 to 3.16.1, two of our deployed HarvestControllerServer won't start because of invalid data found in harvestInfoFile.

This is because the harvestInfoFile format has been changed between 3.14 and 3.16.

But it should not make the HarvestControllerServer fail to start.
