Extend LOW/HIGH priority system to manage daily/emergency/other types of crawls

BNF wants to change the priority system, so they can inject emergency crawls.

One idea is to skip the two priorities LOW and HIGH, and replace these with an integer instead (0 = lowest) and (100 = highest), or similarly.

Another way is add just one more priority (URGENT).
