Major Description
The HarvestMonitorServer is a singleton class. Furthermore there should not be more than one instance running on a full environment.
HarvestMonitorServer.getInstance() is called from the JSP Harveststatus-running-jobdetails.jsp to dynamically set the progression chart's locale. THis hence causes a HarvestMonitorServer to run within the GUIApplication. This should be removed, and a clean way to set the locale found.
