New Domain Status: Harvesting Timed Out

At the moment we cannot distinguish between harvests stopped through the heritrix GUI and harvests stopped by netarchivesuite due to activity timeout. Both processes write the string "Ended by operator" in the logs and this is used to set the domain statusses to "harvesting aborted. (see HarvestController class for details.) We should add additional logging and a new status to distinguish between these cases and new settings-flags to configure whether these domains are included in subsequent snapshot harvests.
The priority of this FR is set to 3 while we wait to see how the acceptable the current behaviour is in production.
