Rewrite bit preservation logic to consider admin.data a location

The logic for bitpreservation would be simpler if admin.data was a location same as bitarchives.
That change in abstraction would make updating admin.data and bitarchives the same operation and recognising missing files and checksum errors would also be the same logic.
