Batch system should store the offset in the outputstream of where an exception occurred

It is difficult to tell where an exception in an ArcBatchJob actually occurred. Instead of just collecting exceptions we should keep input file offset in input file and current offset in outputstream. The outputstream offsets will need to be adjusted by the BitarchiveMonitorServer to account for the merging of outputstreams.
The same will hold for the upcoming FileBatchJob exception collection see bug 1193.
