Applications/modules should be able to be shut down/restarted

This feature was requested at the NetarchiveSuite workshop in September 2007:
The system is currently rather sensitive to applications being shut down/restarted individually. Some sort of controlled shutdown system would be nice for maintenance and upgrading.
