Perform actions before an application is started (e.g. tomcat for wayback)

The Wayback machine can currently only run on a Tomcat and since it has not been bundled with NetarchiveSuite application for the Wayback machine the Tomcat has to be started before the Wayback application.
The simplest way to allow such dependencies to be started before the actual application is to add the commands for starting the dependencies to the start script before the applications is started.
