Add custom user-defined JVM parameters to Heritrix subprocess

When testing NetArchiveSuite I needed to add custom JVM parameters to the heritrix process in order to be able to log the garbage collector activity.
So it would be convenient to be able to specify the JVM parameters for Heritrix in settings.xml.
