Deactivate QuotaEnforcer when only queue-total-budget is used

This is a minor bug correlated to bug #2084 "Allow use of queue-total-budget in place of QuotaEnforcer for crawl budget".
When the crawl budget consists of only a maximum number of objects and uses queue-total-budget instead of QuotaEnforcer then the "enabled" property of the QUotaEnforcer element in order.xml should be set to false.
