Value for max-trans-hops is way too high in default order templates

In the default_*.xml order templates the value for the property max-trans-hops of the scope decide rule TransclusionDecideRule is set to 25 which is way to high (the javadoc recommends a value between 1 and 4).
I suggest a value of 3 which is what we use in production at BnF.
