It is not checked when creating the Heritrix process that the JMX password file assigned to Heritrix exists

In the JMXHeritrixController constructor it is not checked if the JMX password file assigned to Heritrix exists before starting the Heritrix process.
When this is the case Heritrix dies with this message in the heritrix_out file:
Error: Password file not found: /home/svc/workspace/netarchivesuite-14.3/conf/jmxremote.password
The same problem also exists for the JMX access file.
