The recoded ARC validation is too strict for IA ARCs

IA's ARC writer is incapable of writing the right number of line feeds all the time after a header.

It seems there is sometimes an extra linefeed in the version block where there should be no extra payload and instead the line feed is missing between records.

Will probably add a strict setting which will be disabled by default.
