Create cmd client for generating symlink dir structure based on fileIDs

This is required by SB users, who need to access a collection as a file structure directly. As the Bitrepository doesn't currently support a dir structure, the structure should instead be generated based on a predefined for mat for the fileIDs with a formal path separator.
