Switch to use non-persistent messages

It has been agreed that the advantages of using persistent messages which allows (in theory) for all messages surviving messagebus restarts, are outweighed by the added performance and robustness risks associated with this.

So we should switch to non-persistent, at least until we have a rocksolid messagebus.
