Make IntegrityService handle pillar list inkonsistencies

The integrity service has a lot of issues when the list of pillars in the settings differ from the list of pillars in the database, e.g. a pillar has been removed or added or both from settings.
In that case, the IntegrityService should send an alarm and die.

It should require a reinstallation of the integrity service, whenever the pillar-list is altered.
