GetChecksum on KBPillar does not fail in the identification of a non-existing file.

When performing a GetChecksum operation on a file which does not exist, the KB pillar will give a valid identification, even though no such file exists.

I does however fail in the operation (e.g. Bad IdentifyPillarsForGetChecksums, but good GetChecksumFinalResponse).
