Make SB pillar respect RequireChecksumForNewFileRequests configuration option

Requires modification the CollectionSettings used at the pillar and restart of the pillar between changes. Set RequireChecksumForNewFileRequests to true. Assert that the pillar refuses the put a file if no checkum is provided for the file Asser that the pillar accepts the file when the correct checksum is provided.
