PutAll should fail if any of the pillars contain a existing fileID

The current put client appearently tries to continue with a put to the pillars returning a 'IdentifyPositive' even though some (other) pillars response with a 'DublicateFile'.

The putAll should fail in this case, as we have detected a integrity inconsistency in this case, which needs to be investigated further. The inconsistency should be handled by selective delete, replace and put (pr. pillar).
