Missing ActiveMQBroker will cause tomcat to block/be unresponsive on startup

If a tomcat component is started based on the 0.8 reference code, the tomcat will block during startup/deployment as it waits for the connection.start() method to finish. If the ActiveMq url comes with failover enabled, this method will block indefinitly, causing the tomcat to block here.
