Create collection configuration

This needs need to be based on the Standard Collection settings. These are probely going to be xsd based, and we can therefore generate Java classes representing these (As in the old ConfigurationFactory class which might be reused).

In addition to the standard settings we need to have our own custom settings included in the settings object we used.
