Repair workflow doesn't seem to use majority vote to repair

When performing the latest release, I noticed that I couldn't repair a file where 2/3 pillars had the file, but the last pillar had a corrupt/missing file.

Need to first try to recreate the issue, and see if the RepairWorkflow will use the majority vote to repair the file, and I was in an edge-case due to perhaps a missing or invalid checksum on one of the pillars with the 'correct' file.
