Create state enum types for workflows

In review CR-BITMAG-317, the schedulable job RecalculateChecksumJob for the ReferencePillar has a manually declared state 'Running' and a constant for not running called 'NOT_RUNNING'.
An enumerator for all schedulable jobs should be created and used instead.
