Description
The clients currently have no way of knowing whether a certificate is required to connect to the message bus. If a certificate is required and failover is enabled, the ssl connection will fail, but the failover enabled client will just try to reconnect continuously, and appear to hang.
To avoid hanging this way when a required certificate is missing, we should make it possible to define a ClientCertificateRequired, so this can be tested quickly.
