Replace file client, won't recognize that it has been given a -f or -u parameter

The replace file client requires that the replacement file is either specified by reference to a local file (-f) or by a file on an url (-u). However it complains that either is missing if one of them is provided. Providing non results in the complaint that non of them is present.
This renders the replace file commandline client unusable.
