It should be possible to disable the ensureStateOfAllData consistency check for the reference pillar

The functionality is located in the ReferenceChecksumManager class. As this will ensure consistency by iterating over all fileIDs and checksum (in memory)
when requesting default checksum, it will cause the getChecksums call to consume a large amount of resources in a large archive.
