Stop using the JMS queues for queuing snapshot harvests

Currently, it is very difficult to restart the GUI, since all jobs are duplicated and resubmitted, and furthermore once a job is in the queue it is immutable.

If we change the logic to submit the jobs to the queue when needed, we can make the GUI restartable, and we can make changes to harvest templates that are reflected in the jobs not yet started.
