Allow Harvest template to be modified up until jobs are submitted

Currently harvest templates are included in the job definition, when the job are created. Tthe jobs may be buffered in the HarvestScheduler some time before being sent to the harvester. We should therefor postpone inclusion of the harvest tempate in the harvest job to the last moment, to enable later template modifications to be included.
