Monitor retired queues in the running jobs monitor

This FR is collateral to "FR #2084: Allow use of queue-total-budget in place of QuotaEnforcer for crawl budget".
Curators want to combine the use of queue-total-budget with the use of overrides and monitor queues that have reached their budget and hence become retired.
